The Tamil Nadu Single Window Portal, or TNSWP, provides businesses and investors with a one-stop online system for obtaining approvals, clearances, licenses, and No Objection Certificates in Tamil Nadu. This platform aims to simplify government processes, reduce paperwork, and streamline business operations. By digitising all key approvals and NOCs from over 40 government departments and agencies, it establishes a transparent and efficient system.

TNSWP serves as an all-in-one platform, enabling investors to manage all approvals, licenses, clearances, and NOCs for their businesses online. It enables them to complete these tasks efficiently, directly, and without stress. The Tamil Nadu Single Window Portal is a set of services (more than 200) that spans 30+ Government departments and agencies in Tamil Nadu. Its primary objective is to enhance the business environment in Tamil Nadu. The portal is designed to facilitate digital business-government dealings, thereby eliminating the need for printing documents and direct contact or visits.

Implementation Methodology

Waterfall Methodology

Tamil Nadu has launched the Single Window Portal 2.0, offering more than 100 services from 24 departments in a digitized format for both existing and new investors. The upgraded system will feature parallel processing of clearances, an artificial intelligence-oriented chatbot support, virtual meetings with departments, and deemed approval for selected clearances.

The greatest challenge for the State to improve its ease-of-doing-business ranking was that the single window portal and services provided by departments still needed to be provided online. These comprise registration under legal metrology, weights and measures and alteration of land use.

Similarly, end-to-end online services were not available for many services, and the implementation mechanism for paperless courts was also absent, as was the involvement of the Home Department.

The other problem plaguing the State involved commercial court computerisation, which is under the jurisdiction of the Madras High Court, and the digitisation of ‘records of rights’ at all land records offices, which will ensure the necessary information on ownership is present for pre-mutation verification of land transactions.

The Department for Promotion of Industry and Internal Trade desired the State to create a website with all digitized land records and property tax payment data, and align it with revenue court case information (case number, date of filing of case, names of parties involved, status, and civil court case information).

The Comprehensive Land Information Portal is presently under development. It aims to enable investors to access land transaction deeds at all sub-registrar offices, information on property tax payment dues, records of rights at all Revenue Department offices, civil court case information, revenue court case information, and dues linked to electricity and water, among other services.

Similarly, a ‘Comprehensive Construction Permit Portal’ is being built by the Housing and Urban Development department. It will permit people to submit applications online. The services will comprise processing planning permissions, completion certificates, building permission applications, and occupancy certificates.

Builders will also get to apply for layout acceptance for land under the jurisdiction of the Directorate of Town and Country Planning (DTCP), Greater Chennai Corporation, and the Commissionerate of Municipal Administration.

Through the Tamil Nadu Single Window Portal, businesses can get digital acceptances for factory establishments and machinery installations from the Department of Rural Development and Panchayati Raj.

The system allows end-to-end online application processing, tracking, and approvals, with deemed acceptance within 45 days if applications are not processed within the fixed timeframe.

Micro-enterprises in Tamil Nadu don’t need field inspections unless the Inspector of Panchayats orders one. This change aims to make starting a business in the state quicker, simpler, and more straightforward.

The Government of Tamil Nadu’s Commissionerate of Industries and Commerce has taken steps to make business easier and support an environment that attracts investors. These efforts encourage investment in the MSME sector. One major initiative has been the launching of an online Single Window Portal for MSMEs. This portal helps businesses get approvals and No Objection Certificates from different government departments to start their operations.

It allows MSMEs to get all necessary approvals and NoCs through a single Composite Application Form (CAF) from 12 government departments and agencies in the state. The approvals cover the pre-establishment, operation, and renewal stages, and the entire process is entirely online, including the payment of fees. All departments and agencies must provide acceptances within a defined timeframe after the complete application has been submitted. The applicant does not need to file any paper documents or visit any government office in person.
