Even if you are setting up a modest shop, certain basic registrations are mandatory and for larger stores, the list is longer.

Business Structure and Registration

Before you begin applying for licenses, you need to decide on the business structure of your grocery store. This affects the kind of registrations you will need.

1. Shop and Establishment License

The Shop and Establishment Act license is one of the first and most important registrations for a grocery store. It is issued by the local municipal authority or the Labour Department of the respective state.

This license is mandatory regardless of the size of your store or number of employees. It regulates the working hours, holidays, employee wages, and other aspects of the shop.

You usually need to apply for this license within 30 days of starting the business.

2. GST Registration

If the annual turnover of your store exceeds Rs 40 lakhs (or Rs 20 lakhs in some states), GST registration is mandatory. However, many grocery stores choose to register voluntarily even before reaching the threshold, especially if they deal with suppliers who are GST-registered.

GST registration is crucial for issuing GST invoices, claiming input tax credit and avoiding penalties for non-compliance.

The application is done online through the GST portal, and the process typically takes a few working days if all documents are in order.

3. FSSAI License

If you will be dealing with food items, packaged or fresh, your grocery store must be registered with the Food Safety & Standards Authority of India (FSSAI).

This license ensures that your store complies with food safety laws and hygiene standards.

There are three levels –

  • Basic Registration – For the turnover below Rs 12 lakhs
  • State License – For the turnover between Rs 12 lakhs and Rs 20 crores
  • Central License – For the turnover above Rs 20 crores or if operating in multiple states

The FSSAI license number must be printed on the bills or displayed at the shop. It is valid for 1 to 5 years and must be renewed before expiry.

4. Trade License

Issued by the local Municipal Corporation, a Trade License permits you the legal right to operate your grocery store in a specific location. It ensures that the business is not causing a public nuisance and complies with zoning and building laws.

Trade licenses are state-specific. In some cities, the application is fully online; in others, a visit to the local ward office may be required.

Failure to get a trade license may result in fines or sealing of the premises.

5. Professional Tax Registration

In some states like Maharashtra, Karnataka, and West Bengal, if your store employs staff, you must register for Professional Tax (PT). This is a state-level tax applicable to both the employer and employees.

6. PAN and TAN

  • TAN (Tax Deduction & Collection Account Number) is needed if you are deducting TDS on salary or vendor payments.

These are issued by the Income Tax Department and can be applied for online through the NSDL portal.

7. Weights and Measures Registration (If Applicable)

If your grocery store sells packaged goods or uses weighing machines, you may need a license from the Department of Legal Metrology.

This ensures that your weighing scales are accurate and tamper-proof. It is particularly important if you sell items like rice, pulses, spices, or grains by weight.

Inspectors can conduct random checks, and penalties apply for inaccurate machines or a lack of registration.

8. Other Optional Licenses
