What Does “Pending for Clarification” Mean?

When you submit a GST registration application, a tax officer examines its details and documents. If the officer needs clarification, they issue a notice in Form GST REG-03. The portal then shows the application as “Pending for Clarification.” The GST portal’s guidance identifies this status as indicating that a notice has been issued against the application.

The notice should tell you what needs attention. It may concern an address, proof of possession of the premises, business details or an apparent mismatch in the application. You should respond to the specific points in your notice; the status message alone will not tell you enough to prepare a useful reply.

Keep three references distinct:

  • TRN: The temporary reference used while completing or accessing a new registration application.
  • ARN: The acknowledgement reference generated for the submitted application.
  • GSTIN: The registration number assigned after registration is granted.

What Should You Do First?

Download and read Form GST REG-03 immediately. Note its date, the reply deadline, every question raised and any document the officer has requested. Then compare the notice with the details and files you submitted in Form GST REG-01.

Create a short checklist before uploading anything: –

  1.    What exactly does the officer say is missing, unclear or inconsistent?
  2.    Is the relevant detail in REG-01 correct?
  3.    Which document directly answers the question?
  4.    Do the name, address, and other particulars match across the application and evidence?
  5.    Have you allowed enough time to submit and authenticate the reply?

The deadline is seven working days from receipt of REG-03, so do not treat it as seven calendar days or leave submission until the final hour. CBIC’s April 2025 instruction states the same seven-working-day reply period for Form GST REG-04.

How to Reply to a GST Registration Clarification Notice?

The GST portal provides an Application for Filing Clarifications facility. Follow the route available for your application, open the notice, complete the clarification, attach the requested evidence and submit the GST notice response using the applicable authentication method. Portal screens can change, so follow the labels shown in your account.

Step 1: Access the application and notice

Go to the official GST portal and access the registration application. Open the notice and then download a copy of the REG-03. Read the full text; an email or the SMS alert may not contain the complete question.

If someone else filed the application for you, obtain the notice itself rather than relying on a verbal summary. Your reply needs to address what the officer actually recorded.

Step 2: Prepare an answer to each query

Write a concise or brief explanation under a separate heading for each point. For example, if the notice asks why the business address differs between documents, explain the difference and identify the document that establishes the address entered in REG-01.

If a detail in the application needs correction and the portal permits it as part of the clarification, make the correction carefully. The registration rules describe clarification as including correction of application particulars, other than the PAN, State, mobile number and email address declared in Part A of REG-01. Do not assume every original entry can be changed through a REG-04 reply.

Step 3: Attach relevant, readable documents

Upload the various relevant evidence that answers the notice. Check that scans are complete, proper, legible and consistent with your explanation. A document that does not show the required name or address may leave the question unresolved even if it is genuine or authentic.

Avoid uploading a large collection of unrelated papers. Identify each attachment in the written reply so the officer can see which query it addresses.

Step 4: Submit and retain proof

Complete the portal’s submission and authentication steps. Saving a draft or uploading a document is not the same as filing the reply. Confirm that the portal shows successful submission and keep a copy of REG-04, the uploaded files and the acknowledgement or submission details.

Then track the ARN to see whether the application moves to “Pending for Order,” is approved or receives another outcome.

How Much Time Does the Officer Have After Your Reply?

CBIC’s April 2025 instruction says that where the officer is satisfied with the REG-04 response, the application should be approved within seven working days of receiving the reply. If the response is unsatisfactory, the officer may reject the application, record reasons in writing, and communicate the decision electronically in Form GST REG-05 within that period. The instruction also addresses rejection where no reply is filed within the seven-working-day response period.

This means there are two different periods to watch: your time to answer the notice and the officer’s time to act after receiving your answer. Do not mistake “seven working days after REG-04” for extra time to prepare REG-04.

The portal’s known-issues guidance says “Clarification filed – Pending for Order” means the application is with the tax officer for further action. Where seven working days have passed after submission, it advises contacting the jurisdictional officer. Its guidance also notes that working days exclude weekends and gazetted holidays.

In some cases, rather than a clear approval or rejection, the officer may issue a second Form GST REG-03 if your reply left a specific point unresolved rather than being wholly unsatisfactory; this restarts the same seven-working-day response clock rather than ending the process. Treat it the same way as the first notice: read it carefully and respond to the specific new point raised.

What If You Cannot Submit the Clarification?

Act before the reply deadline. First, check whether you can open the clarification screen and whether the notice and the application are available under the correct login. If the portal produces an error, save a screenshot showing the message and its date and time.

The GST portal’s known-issues guidance addresses a clarification page that will not open and displays “access denied.” In that situation, it advises contacting the jurisdictional officer. Explain the issue promptly and retain a record of your attempt to resolve it. Do not assume that a technical error automatically extends the statutory response period. Once access is restored, then file the reply through the portal and keep the submission proof.

What If You Missed the Deadline or the Application Was Rejected?

If you have missed the REG-04 prescribed deadline, check the current portal status immediately. CBIC’s instructions say the officer may reject an application when no reply is furnished within the prescribed period, with reasons recorded and the decision communicated in REG-05. A missed deadline does not, by itself, tell you whether rejection has already happened; the application record does.

If the application has been rejected, then download REG-05 and read the stated reasons before deciding what to do next. Correcting the underlying issue may be necessary before filing a fresh application. The GST portal’s known-issues guidance says that applicants who cannot identify the rejection reason should check the notices and orders available through their application login or contact the jurisdictional officer; it also mentions the option of another registration application with corrected details.

Do not file repeated applications simply because one is pending. First establish whether you have an open notice, a filed reply awaiting an order or a rejection decision.

How to Make Your REG-04 Reply Clear?

A strong reply is accurate, proper and easy to check. You can use this structure: –

  1.    Notice reference: Mention the REG-03 date and your ARN.
  2.    Query: Restate the officer’s question briefly.
  3.    Explanation: Give the relevant facts without adding unrelated background.
  4.    Evidence: Name the attachment that supports the explanation.
  5.    Correction: If permitted and needed, identify the particular correction in the application.

Before submission, compare every attachment with the final explanation. Check spelling, PAN-linked business name, premises address, document dates and whether all pages are visible. If a document cannot establish the point you claim it establishes, replace it or explain the limitation honestly.
