MSME Registration for Food Processing Units in India: Udyam & FSSAI

9 Mins read
Legally Reviewed

Starting a pickle business, bakery, spice-processing unit or packaged snack brand involves more than buying equipment and finding customers. You also need to understand how your business qualifies as an MSME and which food safety requirements apply.

MSME registration for food processing units is obtained through Udyam, while FSSAI registration or licensing is a separate requirement for operating the food business. Neither certificate replaces the other.

Register on Udyam for MSME status. It is free and based on self-declaration. Get FSSAI registration or a licence separately, with the category decided by turnover (registration up to Rs. 1.5 crore from 1 April 2026) and by the type of product.

Quick Summary

MSME registration for food processing units helps eligible businesses access government schemes, financial support and other benefits available to micro, small and medium enterprises. Food processing businesses must also obtain the applicable FSSAI registration or licence based on their activities, turnover and regulatory requirements. Completing both registrations helps establish a compliant foundation for business growth.

  • Check MSME eligibility: Confirm your food processing business qualifies under the applicable MSME classification criteria.
  • Complete Udyam registration: Apply online through the official Udyam Registration portal using the required business and proprietor or entity details.
  • Identify FSSAI requirements: Determine whether your unit needs FSSAI Registration, a State Licence or a Central Licence based on the applicable eligibility criteria.
  • Prepare supporting documents: Keep PAN, Aadhaar details where applicable, business address proof, bank details and food business information ready.
  • Understand available benefits: Eligible registered enterprises may access applicable MSME schemes, credit support and other incentives, subject to each scheme’s conditions.
  • Maintain ongoing compliance: Keep registration details updated and meet applicable food safety, labelling, hygiene and renewal requirements.

What Is MSME Registration for a Food Processing Unit?

MSME registration, commonly called Udyam registration, gives an eligible enterprise an official identity under the Ministry of Micro, Small and Medium Enterprises framework.

Food processing businesses can qualify when their investment and turnover fall within the prescribed limits.

Udyam does not incorporate a company, approve a food recipe or certify product quality. It records the enterprise’s MSME status. The only official portal is udyamregistration.gov.in, and registration there is free, so avoid websites that charge a government fee.

Is Udyam Registration the Same as FSSAI Registration?

No. Udyam and FSSAI serve different purposes and use separate eligibility rules.

Point Udyam registration FSSAI registration or licence
Main purpose MSME recognition Regulation of food business operations
Governing framework MSME classification and registration rules Food Safety and Standards Act and regulations
Main eligibility factors Investment and turnover Turnover, business category and applicable special criteria
Application portal Udyam Registration portal FoSCoS
Government fee None Annual fee by category
Validity No renewal; details to be kept updated Perpetual validity for those issued on or after 1 April 2026; annual fee continues
Result Udyam certificate Food business registration or licence

Obtaining Udyam alone does not make food manufacturing legally compliant. Food businesses must assess their separate obligations under the Food Safety and Standards Act, 2006.

Who Can Register a Food Processing Business as an MSME?

Eligible proprietorships, partnerships, LLPs, companies and other permitted organisational forms can register through Udyam.

Businesses commonly covered include:

  • Flour, cereal and pulse processing.
  • Fruit preservation and vegetable processing.
  • Bakery and confectionery manufacturing.
  • Spice grinding and packaging.
  • Dairy and edible oil processing.
  • Snack and ready-to-eat food production.

When you apply, pick the NIC codes that match what you actually make. Food products fall mainly under NIC division 10 (manufacture of food products).

Home-based operations can also qualify. However, using a residential kitchen does not remove food safety obligations or automatically establish that commercial activity is permitted at that address.

What Are the MSME Eligibility Limits in 2026?

The revised classification below has been in effect since 1 April 2025.

Category Investment in plant, machinery or equipment Annual turnover
Micro Not exceeding Rs. 2.5 crore Not exceeding Rs. 10 crore
Small Not exceeding Rs. 25 crore Not exceeding Rs. 100 crore
Medium Not exceeding Rs. 125 crore Not exceeding Rs. 500 crore

Both limits must be satisfied for the relevant category. A business should not select its classification solely because its turnover is low. For more on who qualifies, see Udyam eligibility for startups and small businesses.

For Udyam classification, the applicable rules exclude export turnover. Investment calculations also follow the prescribed rules; land and building costs are not treated as plant and machinery investment.

Units and GST registrations linked to the same PAN are considered together for classification.

Which FSSAI Registration or Licence Does a Food Processing Unit Need?

For ordinary turnover-based categories, the revised thresholds effective from 1 April 2026 are:

Annual turnover General FSSAI category
Up to Rs. 1.5 crore Registration
Above Rs. 1.5 crore and up to Rs. 50 crore State licence
Above Rs. 50 crore Central licence

These limits should be read with the current Kind of Business eligibility criteria on FoSCoS.

Special categories can require Central licensing irrespective of turnover. Examples include proprietary food, nutraceuticals and specified non-standardised food categories. Importers, exporters, e-commerce food businesses and some multi-state operators also fall in this group. Grain, cereal and pulse milling also has specific treatment under the eligibility schedule.

Therefore, a low-turnover business should not automatically assume registration is sufficient. Check the product formulation, business activity and premises before applying.

Older guides using Rs. 12 lakh as the general registration ceiling (and Rs. 20 crore for the State licence ceiling) should not be relied upon for new applications under the revised framework.

What Information and Documents Should You Prepare?

For Udyam Registration

The process is online and based on self-declaration, without uploading supporting documents. Nevertheless, keep accurate information ready:

  • Aadhaar of the appropriate proprietor, managing partner or authorised person.
  • PAN and entity details.
  • GSTIN where required under the applicable GST provisions.
  • Business address, bank details and commencement information.
  • Manufacturing activities and suitable NIC codes.
  • Investment, turnover and employment details.

The portal draws relevant financial information from government databases. New enterprises must follow the applicable self-declaration provisions where historical data is unavailable.

For FSSAI Registration or Licensing

The checklist depends on the selected category and business activity. A manufacturing licence application may require:

  • Applicant identification and constitution documents.
  • Proof of possession of the manufacturing premises.
  • Layout plan and equipment details.
  • Food categories and products proposed.
  • Food Safety Management System documentation.
  • Water analysis where required.
  • Responsible persons’ details and relevant authorisations.

How to Apply for Udyam and FSSAI

Step 1: Define the Business and Products

Decide your business structure, manufacturing location and product range. Identify whether you manufacture directly, repack products or arrange third-party manufacturing.

Step 2: Review MSME Eligibility

Check and verify the investment and turnover figures using the applicable calculation rules. Select the NIC codes reflecting the actual activities.

Avoid submitting duplicate Udyam applications for the same enterprise.

Step 3: Register Through the Official Udyam Portal

Complete the Aadhaar and PAN verification, provide the business information and submit the declaration. Save the registration number and electronic certificate. If you are in Tamil Nadu, see Udyam registration in Tamil Nadu.

Use the government portal or recognised government facilitation channels.

Step 4: Select the Correct FoSCoS Category

Choose the relevant state, premises, Kind of business and food categories. Review and verify the current eligibility criteria, including exceptions.

Assess additional premises separately. A single manufacturing authorisation should not be assumed to cover every factory or warehouse. Perpetual validity does not extend a licence to new premises either.

Step 5: Submit and Address Queries

Upload the required records, pay the applicable FSSAI fee and submit the application.

Respond accurately to the document queries or inspection observations. Registration can now be granted quickly on submission of the required documents, but a licence depends on the category, completeness, verification and applicable procedure; approval should never be promised within a fixed period.

Step 6: Check the Issued Certificate

Confirm and verify that the business name, address, activities and products are correctly recorded. Resolve the errors and required modifications before relying on the certificate for operations. The official FoSCoS portal provides guidance on the applications and modifications. Print the 14-digit FSSAI number on your labels and display the certificate at the premises.

Get professional assistance to review FSSAI applicability, supporting documents and compliance requirements before submission.

What Are the Registration Fees?

Udyam registration has no government filing fee. FSSAI charges depend on the applicable category.

For ordinary general manufacturing, the revised eligibility schedule lists these annual government fees:

Category Listed annual fee
FSSAI registration Rs. 100
State manufacturing licence Up to Rs. 5,000 (some State categories are lower, from Rs. 2,000)
Central manufacturing licence Rs. 7,500

Special categories may differ. Check the amount generated by FoSCoS, including applicable taxes or other charges.

Do Udyam and FSSAI Require Renewal?

Udyam registration does not require renewal, although enterprise information must remain accurate, proper and updated as required.

The 2026 FSSAI reforms introduced perpetual validity. FSSAI’s official guidance states that licences and registrations issued on or after 1 April 2026 have perpetual validity, subject to suspension, cancellation or surrender.

However, perpetual validity does not eliminate the applicable annual fee or the continuing food safety responsibilities. Failure to pay the annual fee or to file the mandatory return can lead to deemed suspension until the default is cleared. The annual fee can be paid for several years in advance.

Existing businesses move to the revised turnover categories through FoSCoS. FSSAI has said no fee applies for this migration and licence numbers stay the same, so check your FoSCoS login for the category assigned to you.

What Benefits Can Food Processing MSMEs Access?

Udyam recognition can support assessment for:

  • MSME-focused lending and credit support.
  • Relevant technology, quality or business development programmes.
  • Eligible procurement opportunities.
  • Applicable central or state incentives.

Each facility has separate conditions. Registration alone does not guarantee collateral-free finance, a subsidy or a government purchase order.

Micro food processing units can also look at the PM Formalisation of Micro Food Processing Enterprises (PMFME) scheme. It offers a credit-linked subsidy of 35% of the eligible project cost, up to Rs. 10 lakh per unit, with the applicant contributing at least 10% and the balance coming as a bank loan. Udyam and FSSAI registrations support the application, and the current application window should be checked on the PMFME portal.

Eligible micro and small enterprises can also seek remedies for delayed payments under the MSMED framework. Medium enterprises should not assume the same protection applies. Written payment terms cannot extend beyond the statutory maximum of 45 days from the acceptance or deemed acceptance. If you buy from micro or small suppliers, remember that late payment can also cost you an income tax deduction on that expense.

What Compliance Continues After Registration?

Food safety is an ongoing operational responsibility. FSSAI’s sector guidance addresses hygiene throughout manufacturing, packing, storage and transportation.

Practical controls include:

  • Cleaning schedules and pest control.
  • Safe water and raw material checks.
  • Separation of raw and finished products.
  • Temperature control where necessary.
  • Employee hygiene and appropriate training.
  • Batch identification, traceability and testing records.

Packaged products must also meet applicable labelling requirements. Depending on the product and exemptions, review ingredients, allergen declarations, nutrition information, date marking, MRP and net quantity declarations, business details and the FSSAI logo with the 14-digit number.

Annual returns now apply more widely. State licence holders are brought into the annual return requirement along with Central licence holders, and the FoSCoS window for FY 2025-26 opened on 16 April 2026, so check which return applies to your category and its due date. When products, premises or business activities change, check whether modification is required.

GST registration, local premises permissions, pollution control, fire safety and labour requirements should also be assessed separately where applicable. A packaged food brand also benefits from trademark registration for its name and logo.

Common Mistakes to Avoid

  1. Treating Udyam as permission to manufacture food.
  2. Selecting FSSAI registration using outdated turnover limits.
  3. Ignoring the special product categories.
  4. Assuming registration guarantees subsidies or loans.
  5. Using inconsistent names or addresses across the records.
  6. Printing labels before reviewing applicable declarations.
  7. Assuming perpetual validity means no fees, returns or compliance.
  8. Expanding operations without reviewing existing authorisations.
  9. Paying a website that charges a ‘government fee’ for Udyam, which is free.

Conclusion

A food processing unit should assess the MSME status and food safety requirements together. Correct classification, accurate records and suitable operating arrangements create a stronger foundation for growth.

As the business expands, review changes in turnover, investment, production capacity and product categories. Keeping registration details updated, maintaining hygiene standards, paying the annual FSSAI fee and tracking applicable filing requirements can help the unit manage compliance more effectively and support its long-term business plans.

Frequently Asked Questions

1. Is MSME registration mandatory for every food processing unit?

Udyam is generally recommended for eligible enterprises, rather than a universal operating licence. It may be necessary for particular benefits or arrangements. Food safety registration or licensing must be assessed separately.

2. Can I obtain Udyam without an FSSAI licence?

The registrations are separate. Udyam’s standard process does not require uploading an FSSAI licence. However, obtaining Udyam does not permit you to start food operations without applicable FSSAI authorisation.

3. Can a home-based food business register as an MSME?

Yes, if it meets the applicable eligibility requirements. It must also assess FSSAI requirements, hygiene arrangements and whether the premises can lawfully accommodate the activity.

4. Does a micro enterprise always qualify for FSSAI registration?

No. MSME classification and FSSAI eligibility differ. A micro enterprise may need a State or Central licence because of its turnover, products or business category.

5. Can professional assistance help food processing units with compliance?

Professional assistance can help with assessing business requirements, reviewing documents and understanding applicable FSSAI compliances. Udyam applications should use the official government registration system; government decisions remain with the competent authorities.

6. Is Udyam registration free?

Yes. There is no government fee. Charges apply only if you hire a professional to prepare the application.

7. What is the turnover limit for FSSAI registration now?

From 1 April 2026, FSSAI registration covers turnover up to Rs. 1.5 crore; a State licence covers above Rs. 1.5 crore up to Rs. 50 crore, and a Central licence covers above Rs. 50 crore, subject to special categories.

8. Does perpetual validity mean I never pay FSSAI fees again?

No. The renewal form is gone, but the annual fee and the annual return, where applicable, continue. Non-payment can lead to deemed suspension.

9. Do existing FSSAI licence holders need to re-apply?

No fresh application is needed for the threshold changes. FSSAI has provided for migration through FoSCoS without a fee, and licence numbers stay the same.

10. Which NIC code should a food processing unit choose?

The code that matches your actual manufacturing activity. Most food manufacturing falls under NIC division 10.

11. Can a food processing unit get a government subsidy?

Possibly. Micro food processing units can apply under PMFME for a credit-linked subsidy of 35% up to Rs. 10 lakh, subject to eligibility and bank approval.
